Senate Justice and Security Commission President Jean Renel Sénatus asks Upper House Speaker Joseph Lambert to form a commission to monitor funds committed to the "caravan of change" program in a dated letter of 19 February 2018, which has become known online agency AlterPresse.

Sénatus calls for the immediate creation of a special commission of inquiry into the funds used in this infrastructure program, deployed in parallel with the intervention of the ministries.

This would allow, according to him, to the big body, to make sure of the respect of the higher interests of the republic.

He considers that it is in his attributions to require a better management of the funds allocated to this program, very criticized by various sectors, and which should allow the repair and the construction of infrastructures, in particular agricultural.

Sénatus also criticized the way the authorities purchased a large amount of equipment and materials under the program.

The head of state Jovenel Moise launched the caravan of change, on May 1, 2017, in the locality called La Grange, 5th communal section of Saint-Marc (department of Artibonite), then on Saturday, July 1, 2017 in the Great Southern Haiti severely affected by Hurricane Matthew, Monday, October 3 and Tuesday, October 4, 2016.
